use a big barrel, like a 1 1/2 inch or so.
also use not too much of a light hairspray.
and maybe rely on natural curls as well?

First of all, make sure you have a layered hair cut. You won't be able to get a "stacked" effect like in the picture if you don't have shorter layers on top and longer layers on the bottom.

Personally, I think it might work better to use a slightly smaller iron (maybe 1" or 1 1/4") and then brush through the curls with your fingers to loosen them. You'll have a lot more control over how tight you want the curls to be. Unless your hair is weak or damaged, be sure to use a high heat setting with, preferably, a ceramic iron. Clip your hair into sections and work systematically in the same way to be sure you don't miss anything. (If you're not good with a curling iron, check out videos on YouTube to learn how, or try curling with a flat iron instead.) Also be sure to first use a heat-activated styling spray to help form and hold the curls. I suggest this one:

Once you curl each section, spray it with a couple spritzes of freezing spray. If you hair doesn't like to keep a curl, you need really strong hair spray. Your curls won't last otherwise. I've had really good results with this one:

These are just general tips, but they should help.
