From what I've noticed, you can put a gyaru outfit together, including clothing, shoes, accessories, and a bag, for about $100-$150. Of course, this doesn't take into account going to thrift shops where prices are much, much lower than regular retail stores.
My favorite places to look for inexpensive gyaru clothing are as follows:
General clothing and accessories:
Forever 21:
http://www.forever21.com
Wet Seal:
http://www.wetseal.com
Charlotte Russe:
http://www.charlotterusse.com
Papaya:
http://www.papayaclothing.com
Shoes:
Cutesy Girl:
http://www.cutesygirl.com
GoJane:
http://www.gojane.com
Accessories & Hats:
Bleu Dame:
http://www.bleudame.com
Other accessories, like phone straps, makeup pouches, mirrors, etc:
Fancy Pocket:
http://www.fancypocket.sg/
As for cheap makeup, drugstores (Rite Aid, CVS, Walgreens, Duane Reade, Walmart, etc.), beauty supply stores (Sally Beauty Supply), and Ulta are your best bet. Do not bother with Sephora unless you want good makeup tools from Sephora's private label brand. All of the other makeup at Sephora consists of prestige brands that tend to be very expensive. They also do not carry many Japanese brands at all. I don't know where you got this information, but the only Japanese lines Sephora carries are Imju, Boscia, and Shiseido. MAC is also expensive compared to what you'd find at the drugstore.
My favorite inexpensive cosmetic brands and products are as follows.
Foundation, concealer, powder:
L'Oreal, specifically the TrueMatch line
Mascara:
Max Factor
Maybelline
Eye shadow, eye liner pencil, lipstick, lip gloss, blush:
Ulta brand, specifically the eye shadows and eye pencils
NYX
Revlon
Cream or gel liners:
Jane
L'Oreal HIP
Brushes and tools:
Sephora
NYX
Ulta brand
Sonia Kashuk (found at Target)
Art supply stores, specifically small brushes for use with eye liner
As for hair products (shampoo, conditioner, styling products, hair dye, etc.) and appliances, check out Walmart, Ulta or beauty supply stores. They tend to be a lot more reasonable. Again, if you're on a budget, do not go to Sephora. The hair care products and tools they sell there are some of the most overpriced you'll find. The only areas you should be splurging on are professional hair cuts and/or color and ceramic styling tools.
