I think whats happening is your liner to much on your bottom lid. Gyaru is a style about making your eyes look bigger.
So you can use black but you have to use thin lines instead of thick ones.

If the picture you posted is you goal, then I think you need to ease up a bit on the black liner and/or eye shadow. It's really, really thick to the point you look more scene than gal.

In terms of eye shadows, for the most part, stick to beige and light browns. They'll look the most natural and keep the focus on your liner and lashes. If you want to highlight the inner corners of your eyes, use a shimmery cream color, not white. Bright white is dated and looks really fake away.

Liner and mascara should definitely be black. In most cases, falsies are also a must. Keep your brows light, even if you have black hair. Light brows are a signature of gal makeup. A dark brown pencil or shadow, softly applied, will keep them looking light but still in line with your hair color.

A cool, pale pink blush is a must and looks great with pale skin and and dark hair. Also remember to highlight and contour your face. For highlighter, you can use the same shade of shimmery cream eye shadow that you use on your eyes. For contour, try a face powder two shades darker than your foundation.

And for for lips, try a matching pale pink lip stick or gloss.

Also you might as well learn about contouring now rather than later. Contouring involves changing the shape of your eyes, nose and general face shape in order to look gyaru.

And I hate that mix up. It used to be a habit for me, though.

Try thick liner at the outer corners and VERY THIN liner closer to the inner corners. :3
