 Gyaru hair question

I can't figure out how to get airy, free-looking curls in my hair like Kumiko Funayama. I have no idea how they get that look and I want it so bad! I haven't found any tutorials yet, but I really want to know how. Every time I curl my hair, whether with rollers or an iron, I can't get my hair to do it, nor hold any curl it does create. If I do, I have to drown it in hairspray which makes it look weighted down and feels really crusty. HELP!

Using a good curling iron or flat iron to form your curls will help immensely. (In my personal experience, I have fine, rather slippery hair, and I've had better luck curling with a flat iron.) Get a good ceramic iron and use it on the highest heat setting.

I also use a forming spray to help hold my curls once they've been made. I spritz a small amount and then use a blow dryer on a warm setting to make sure my hair is completely and evenly dry before I start curling. This is the spray I use:

Once I curl a section of hair, I then mist it with a freezing spray. My product for soft looking curls is Tresemmé Freeze & Control because It has a lot of hold but doesn't feel too stiff or sticky:
